Build a half-wave rectifier: AC 12 V RMS through a diode to a load. The diode passes only positive half-cycles, giving pulsing DC with peak 12x1.414-0.7 = 16.3 V. Add a capacitor filter to smooth ripple; the capacitor charges to peak and supplies load between cycles.
