A district survey shows high caries but low fluorosis. What program does this justify? Water fluoridation or school fluoride programs - the epidemiology (high disease, low excess) supports adding fluoride; without data, programs guess. Students learn surveillance-before-action: measure disease (DMFT surveys), identify determinants (sugar, fluoride, tobacco), then design programs - because public health without epidemiology is charity with statistics.
